# STAIRs: If a Tenant Asked for the Information Tomorrow, Could You Find It?

** STAIRs 2026: Is Your Housing Information Ready? New Social Tenant Access to Information Requirements are now taking effect. We look at what STAIRs could mean for housing data, property records and administration.

**If a tenant asked to see the information you hold about the management of their home, how many systems would your team have to search before they could answer?**

That's what crossed our minds reading the new **Social Tenant Access to Information Requirements — STAIRs**.

Because another important change for social housing quietly started on **1 October 2026**.

And we think it's worth paying attention to.

What changed?

Private registered providers in England must now comply with the first chapter of the Government's STAIRs policy.

It requires providers to proactively publish certain information they hold and keep that information appropriately updated.

The second stage, covering tenant information requests, takes effect from **1 April 2027**.

And the potential scope of relevant information is wide.

It includes areas such as:

Property conditions.

Repairs and improvements.

Health and safety.

Complaints.

Housing stock.

Environmental information.

Energy efficiency.

Reading that list made us think about something we've discussed repeatedly with housing teams.

**The problem isn't always that the information doesn't exist.**

Sometimes it's knowing where it is.

How many systems tell the story of one property?

Take a single home.

The housing management system knows one thing.

The repairs system knows another.

A contractor has their records.

The surveyor has photographs and reports.

Environmental monitoring may have months of property data.

Complaints may sit somewhere else.

Individual systems can all work perfectly well.

But when somebody needs the **whole story**, people often become the integration layer.

Someone downloads something.

Someone checks a spreadsheet.

Someone emails a contractor.

Someone searches another system.

Someone builds the timeline manually.

That's administration.

And as information requirements increase, so potentially does the burden.

STAIRs contains an interesting detail

From April 2027, where relevant information is held by another organisation managing social housing on a provider's behalf, the provider must use reasonable endeavours to obtain it to fulfil a valid request.

That caught our attention.

Because it highlights something bigger than simply publishing documents.

**Can information move across the organisations involved in managing a property?**

That's increasingly important when housing delivery involves internal teams, contractors, surveyors, technology providers and specialist services.

Does technology reduce administration — or create more of it?

That's the question we should probably ask every time we introduce another platform.

Technology is supposed to make people's jobs easier.

But if every new technology creates another login, dashboard and dataset, we may simply be moving the administration somewhere else.

We think the better approach is **connection**.

If environmental monitoring is being used, can that evidence form part of the wider property journey?

Can alerts trigger action?

Can survey information sit alongside environmental history?

Can repairs and remediation form part of the same timeline?

Can the organisation retrieve the evidence without somebody rebuilding the story from five different systems?

That's the direction we believe property technology needs to move.

Don't replace. Connect.

Housing providers have already invested heavily in their existing technology.

We're not suggesting ripping it out.

At Smart Installers, we're increasingly interested in how APIs, integrations and connected environmental intelligence can help existing systems work together.

The objective isn't to collect everything in one enormous database.

It's simpler than that.

**Make the right information available to the right person when they need it.**

STAIRs is fundamentally about transparency and giving tenants better access to information about the management of their housing.

But we think it also asks housing providers an interesting internal question.

**How easy is it for your own people to access that information today?**

Because if finding the evidence is difficult internally, providing it externally isn't going to become easier.

**One property. One evidence trail.**
